Is this fashion or .........

I came across this pic and I decided to share it with you guys.I keep wondering how on earth someone would wear this out without wearing anything underneath.One of my friends said maybe she was just trying the cloth in a shop,but even with that she should have still worn something underneath.So what do you guys think......ls this fashion or just being .........????
